Driving Licence Cancellation: Road safety has become a major concern as traffic violations and road accidents continue to be reported across the country. To encourage motorists to follow traffic rules and discourage repeated offences, the government is considering a graded, point-based system for driving licences and vehicle registration certificates.
Union Minister for Road Transport and Highways Nitin Gadkari discussed the proposed system at the 66th convention of the Society of Indian Automobile Manufacturers (SIAM). Under the plan, repeated traffic violations could result in points being deducted from a driver’s licence. If the accumulated negative points cross a prescribed limit, stricter action could follow.
How Will the Negative Point System Work?
Under the proposed mechanism, traffic violations would result in negative points being added to a driver’s record.
The number of points could depend on the nature and seriousness of the offence. Drivers who repeatedly break traffic rules and cross the specified threshold could potentially face suspension or cancellation of their driving licence.
Similar action could also be considered against the vehicle’s Registration Certificate (RC) under the proposed framework.
The objective is to move beyond simply issuing challans and create a system that keeps track of a driver’s repeated behaviour on the road.
Good Drivers Could Also Receive Benefits
The proposed system is not only focused on punishing motorists.
Drivers who consistently maintain a clean record and follow traffic regulations could potentially receive incentives. According to the proposal, insurance companies and other agencies may offer benefits or discounts to responsible motorists.
This approach is intended to encourage safer driving habits by rewarding people who regularly comply with road-safety rules.
Government Plans More Driver Training Centres
Speaking about road accidents, Gadkari also highlighted the importance of improving the quality of driver training in India.
The government is working towards establishing around 1,600 driving training centres across the country. Of these, 24 centres are already operational, while another 112 are in the pipeline.
So far, these training facilities have reportedly provided training to around 10 lakh drivers.
Better training is expected to help improve driving skills and promote greater awareness of traffic and road-safety regulations.
NCAP 2.0 to Bring More Road-Safety Measures
The government is also planning further changes to improve vehicle and road safety. NCAP 2.0 is proposed to be introduced in India from October 2027.
The proposed framework is expected to look beyond conventional crash protection. It would also focus on areas such as pedestrian safety, accident prevention and medical assistance immediately after an accident.
What Does This Mean for Drivers?
The proposed negative-point system could make repeated traffic violations more consequential. Instead of treating every offence as an isolated challan, the system could build a record of a driver’s behaviour over time.
However, these measures are proposals and should not be treated as an already implemented nationwide rule unless and until the government issues the relevant notification and operational guidelines.
For motorists, the safest approach remains simple: follow speed limits, obey traffic signals, wear appropriate safety equipment and keep all vehicle documents up to date.
