Several important financial and regulatory changes are scheduled to take effect in India from November 1, 2026. These updates will affect areas such as LPG cylinder prices, GST compliance, mutual fund investments and mobile phone services.

The changes include proposed improvements to GST return filing and refund procedures, new requirements for displaying callers’ names and revised rules for mutual fund platforms. Oil companies are also expected to review LPG cylinder prices at the beginning of the month.

Here is a closer look at the major changes coming into effect from November 1 and the updates consumers and taxpayers should know about.

GST Rules: Changes to Return Filing and Refund Procedures

The GST Council has proposed several measures to make tax compliance simpler for businesses and taxpayers. While some changes may take effect from November 1, others are scheduled for implementation from April 1, 2027.

As part of the proposed changes, the Finance Department will publish draft versions of GSTR-1, GSTR-1A and the Invoice Furnishing Facility (IFF) forms on the myGov portal. The purpose is to collect feedback from the public before the revised forms are introduced.

These updated forms are expected to come into effect from April 1, 2027. The broader GST reforms are aimed at simplifying return filing, improving refund procedures and providing relief to taxpayers dealing with notices and compliance-related matters.

Caller Name Display: New Telecom Service from November 1

Mobile phone users are also expected to see a change in incoming call identification. The Department of Telecommunications has directed telecom operators to implement the Calling Name Presentation (CNP) service from November 1, 2026.

With this facility, a caller’s registered name will appear alongside their mobile number on the recipient’s phone screen. The feature is intended to make it easier to identify unknown callers and improve protection against unwanted and potentially fraudulent calls.

Telecom companies have already tested the service using 4G and more advanced network technologies. The rollout is expected to make caller identification easier without relying entirely on third-party applications.

SEBI Mutual Fund Rules: Direct Plans to Become the Default Option

The Securities and Exchange Board of India (SEBI) is introducing changes to the way mutual fund plans are presented on digital investment platforms.

From November 1, mutual fund houses will be required to make direct plans the default option on their digital platforms. Investors who select a regular or other non-direct plan will be informed about the higher costs associated with that option before proceeding.

The objective is to help investors understand the cost difference between direct and non-direct mutual fund plans before making an investment decision.

SEBI is also revising certain listing and disclosure requirements to simplify the existing regulatory framework.

LPG Cylinder Prices: Monthly Revision Expected

LPG cylinder prices are reviewed by state-owned oil marketing companies on the first day of every month. As November begins, the prices of domestic and commercial cylinders are expected to come under review.

Recent increases in international crude oil prices could influence the pricing of 19 kg commercial LPG cylinders. These cylinders had already become more expensive in September.

According to the figures provided, the current price of a 19 kg commercial LPG cylinder in Delhi is ₹2,810. The price of a domestic LPG cylinder stands at ₹942.

The revised rates, if any, will be announced following the monthly review by oil companies.
