Government employees and pensioners in several states are seeing important developments related to Dearness Allowance (DA), salary and pension payments, pending dues and service-related matters. Recent decisions in Punjab, Telangana and West Bengal have addressed different demands of employees and pensioners, while a Madhya Pradesh High Court ruling has brought attention to the rights of long-serving contractual and outsourced workers.
Discussions around the 8th Pay Commission and other service-related demands are also continuing in different states. The decisions, however, vary depending on the state and the applicable rules.
Punjab Government Employees Get 8% DA Hike
The Punjab government has announced an 8% increase in Dearness Allowance (DA) for state government employees and pensioners. The increase takes the DA rate to 50% and is linked to the festive-season relief announced by the state government.
The enhanced DA has been notified with effect from September 1, 2026. A corresponding 8% increase in Dearness Relief (DR) has also been notified for pensioners and family pensioners.
The decision came after discussions between the state government and employee representatives, who had also raised concerns about pending DA instalments and arrears.
Telangana Clears Two Pending DA Instalments
The Telangana government has approved the release of two pending DA instalments for government employees.
According to reports, one instalment will be paid along with the October salary, while the second is scheduled to be released around Ugadi. The decision followed discussions between the government and employee representatives over pending demands, including DA and other service-related issues.
The government’s decision is expected to provide employees with relief from pending DA payments.
West Bengal to Pay October Salary and Pension on October 15
The West Bengal government has announced an advance payment schedule for October 2026. According to a Finance Department memorandum, salary, wages, stipends, honorarium and pension or family pension for October will be paid on October 15.
The payment will also include the enhanced DA and Dearness Relief wherever applicable. The state has announced an increase in DA/DR from 18% to 38%, effective October 1, 2026.
The advance payment has been scheduled ahead of the festive period.
Madhya Pradesh Court Ruling on Long-Serving Contract Workers
A Madhya Pradesh High Court ruling has also drawn attention to the position of long-serving contractual, outsourced and part-time workers.
In a case involving workers who had been continuously engaged for more than 10 years, the court observed that there was no rational basis for excluding such workers from the benefits of the state’s 2016 classification policy. The ruling directed that eligible petitioners be considered for classification and the corresponding minimum pay-scale benefits under the policy.
However, the ruling is based on the facts of the particular case and the applicable state policy. It should not be interpreted as an automatic entitlement to regularisation or the same benefits for every contractual or outsourced employee.
What These Updates Mean for Employees
The latest developments show that employee-related issues are being addressed differently across states. DA revisions, payment of pending instalments, advance salary and pension disbursement, discussions over pay-related matters and court decisions concerning contractual workers remain important areas of discussion.
Since government employees are governed by the rules and decisions of their respective state administrations, the benefits and timelines can differ from one state to another.
