The Central Board of Secondary Education (CBSE) has cleared the confusion surrounding its revised three-language policy for students entering Class 9. According to the Board’s latest clarification, the third language (R3) will not be included as a subject in the Class 10 Board Examination for the current Class 9 batch, which will appear for the board exams in the 2027–28 academic year.

However, students must successfully pass the school-based internal assessment for the third language to receive the CBSE Secondary School Examination Pass Certificate.

The clarification was issued through a CBSE notification dated July 10, addressing concerns raised by students, parents, and schools regarding the implementation of the new language framework.

What Is CBSE’s New Three-Language Policy?

Under the revised framework, all students entering Class 9 are required to study three languages.

The language categories are:

  • R1 (Core/First Language)
  • R2 (Additional/Second Language)
  • R3 (Third Language)

A key requirement is that at least two of the three languages must be Indian (Bhartiya Bhashas).

Students can choose a foreign language for R3 only if both R1 and R2 are Indian languages.

The policy has been introduced in line with the National Education Policy (NEP) 2020 and the National Curriculum Framework for School Education (NCF-SE), which aim to promote multilingual learning while strengthening Indian languages.

Students currently studying in Class 10 will continue under the previous two-language system and are not affected by the revised policy.

Why Has There Been Confusion?

The rollout of the policy has created uncertainty due to multiple changes in CBSE’s announcements.

Initially, the Board had indicated that implementation of the compulsory three-language system would be postponed until the 2029–30 academic session. The reason given was to allow schools sufficient time to prepare and wait for the release of updated NCERT textbooks.

However, on May 15, 2026, CBSE revised its decision and announced that the policy would instead become effective for Class 9 students from July 1, 2026.

In June, the Board released detailed implementation guidelines, explaining that while the third language would not appear in the external Class 10 Board Examination, students would still need to complete internal assessments.

The latest clarification now confirms that passing the school-based R3 assessment is compulsory for obtaining the CBSE pass certificate.

Will the Third Language Be Part of the Class 10 Board Exam?

No.

For students entering Class 9 during the 2026–27 academic session, the third language (R3) will not be included in the external Class 10 Board Examination.

However, clearing the internal school assessment remains mandatory. Students who do not pass the assessment will not be eligible to receive the official CBSE Secondary School Examination Pass Certificate until they successfully clear it.

Which Third Language Can Students Choose?

The choice of the third language depends on the languages already being studied.

If a student already studies two Indian languages:

The third language can be:

  • Another Indian language, or
  • A foreign language such as English, French, German, or another approved non-native language.

If a student studies one Indian language and one foreign language:

The third language must be an Indian language.

This ensures that every student studies at least two Bhartiya Bhashas, as required under the new policy.

What Happens If a Student Fails the R3 Assessment?

CBSE has clarified that failing the third language assessment in Class 9 will not prevent promotion to Class 10.

However, the student must clear the pending Class 9 R3 assessment while studying in Class 10.

Only after successfully passing the assessment will the student become eligible for the CBSE Secondary School Examination Pass Certificate.

What If the Student Fails Again in Class 10?

If a student does not clear the R3 assessment during Class 10, schools are required to conduct another assessment before the declaration of the Class 10 Board Examination results.

At present, CBSE has not clarified what will happen if a student fails this reassessment as well.

Further guidelines on this issue are expected in the future.

How Will Schools Manage Additional Language Teachers?

Recognising that many schools may not have teachers for every language, CBSE has provided several flexible options.

Schools may appoint or utilise:

  • Existing teachers with functional language proficiency
  • Retired language teachers
  • Postgraduate language experts
  • Teachers through Sahodaya School Complexes
  • Online, virtual, or hybrid teaching methods

These measures are intended to help schools implement the new language policy without major disruptions.
