Several important financial and regulatory changes are scheduled to take effect from November 1, 2026. These updates will affect taxpayers, mobile phone users, mutual fund investors and LPG consumers.
The key developments include proposed changes to GST return and refund procedures, the introduction of caller name identification, revised mutual fund investment rules and a possible revision in commercial LPG cylinder prices. Here is a closer look at the major changes and how they may affect consumers.
GST Rules: Changes in Returns and Refund Procedures
The GST Council has proposed several measures to make tax compliance and refund processing simpler. While some provisions may come into effect from November 1, others are planned for implementation from April 1, 2027.
The Finance Department will place draft versions of GSTR-1, GSTR-1A and the Invoice Furnishing Facility (IFF) forms on the myGov portal to collect feedback from the public. The revised forms are expected to be introduced from April 1, 2027.
These proposed changes are aimed at improving the return-filing process and making GST compliance easier for businesses and taxpayers.
Caller Name Display Facility From November 1
Mobile phone users may soon find it easier to identify incoming calls. The Department of Telecommunications has directed telecom operators to introduce the Calling Name Presentation (CNP) service from November 1, 2026.
With this facility, users will be able to see the caller’s name along with their mobile number when receiving a call. The feature is also intended to improve security by helping people identify unknown callers.
Telecom companies have already carried out testing of the service on 4G and more advanced network technologies.
SEBI Changes Mutual Fund Investment Rules
The Securities and Exchange Board of India (SEBI) is introducing changes to the way mutual fund plans are presented on digital platforms.
From November 1, direct mutual fund plans will be set as the default option on the digital platforms of mutual fund houses (MFHs).
If an investor selects a regular or another non-direct plan instead, the platform will clearly inform them about the additional costs involved before proceeding.
SEBI is also revising certain listing and disclosure requirements to simplify the existing regulatory framework.
LPG Cylinder Prices May Be Revised
Oil marketing companies review LPG cylinder prices on the first day of every month. With crude oil prices witnessing a significant increase, commercial LPG cylinder rates may also be revised from November 1.
Commercial LPG prices had already recorded a substantial increase in September. At present, a 19-kg commercial LPG cylinder costs ₹2,810 in Delhi, while the price of a domestic LPG cylinder remains ₹942.
Consumers and businesses that depend on commercial LPG should check the latest rates after the monthly price review.
