Swamitva Yojana: Madhya Pradesh Chief Minister Dr. Mohan Yadav has announced that an Ownership Rights Record Execution and Registration Campaign will be launched across the state to mark Prime Minister Narendra Modi’s birthday. Under the initiative, people occupying eligible inhabited land will be provided free registration of their ownership rights by the government.
The campaign is expected to benefit more than 50 lakh rural residents across Madhya Pradesh. Alongside the ownership campaign, a special “Ashirwad Ka Diya” (Light of Blessings) programme will also be organised. On September 17 at 7 PM, more than 58 lakh diyas will be lit simultaneously across the state.
The Chief Minister has directed district collectors to make detailed preparations and involve public representatives, social organisations and local residents to ensure the success of both programmes.
CM Directs Collectors to Complete Micro-Planning
During a video conference with district collectors, Dr. Mohan Yadav stressed the need for extensive public awareness about the campaigns. He also called for maximum participation from young people.
Collectors have been instructed to complete the micro-planning for both initiatives within two days. They will be responsible for taking the ownership campaign forward in their respective districts.
The government will also appoint nodal officers, zonal officers and sector officers at the district level to ensure smooth implementation and monitoring.
Survey Completed for 68.47 Lakh Plots
According to the Chief Minister, the Ownership Rights Record Execution and Registration Campaign aims to provide eligible landowners with official ownership records and registration without registration-related costs.
So far, 68.47 lakh plots across 41,568 villages have been surveyed. More than 50 lakh beneficiaries are expected to receive free registration under the campaign.
The registration process will also receive exemptions from Panchayat cess and additional stamp duty, according to the information shared during the meeting.
Five Districts Selected for Swamitva Yojana Pilot
During the video conference, Dr. Yadav reviewed the progress of the Swamitva Yojana in Agar-Malwa, Barwani, Harda, Ashok Nagar and Raisen, which have been selected for pilot implementation.
District officials informed the Chief Minister that the mobile application associated with the scheme is user-friendly. Training programmes for Patwaris are also being accelerated to ensure officials are prepared for the registration drive.
The campaign will be conducted in three phases, beginning on September 17 and continuing until October 3.
Daily Registration Target Set for Officials
Chief Secretary Ashok Barnwal directed Revenue Department officials and Gram Panchayat-level personnel, including Sarpanchs, Secretaries, Patwaris and Employment Assistants, to organise camps for free registrations.
These camps will be held every Thursday, Friday and Saturday, with a target of completing approximately 30 to 40 registrations per day.
Collectors have also been asked to improve the planning and scheduling of the campaign and submit daily progress reports so that implementation can be monitored regularly.
In case officials or beneficiaries face difficulties, they have been advised to contact the Chief Minister’s Helpline.
Who Will Handle Registration Under Swamitva Yojana?
Revenue officials explained the responsibilities assigned at different levels for implementing the scheme.
At the Gram Panchayat level, the Patwari will function as the execution officer. Meanwhile, the Tehsildar, Naib Tehsildar, Revenue Inspector and other designated officials will perform duties related to registration.
This division of responsibilities is intended to streamline the process and ensure that eligible beneficiaries receive their ownership records without unnecessary delays.
Seva Sankalp Abhiyan State-Level Event in Bhopal
A state-level programme under the month-long Seva Sankalp Abhiyan will be held in Bhopal on September 17.
Collectors and beneficiaries from districts across Madhya Pradesh will participate in the event through video conferencing. The campaign was launched to coincide with Prime Minister Narendra Modi’s birthday and will include a total of 13 activities.
58 Lakh Diyas to Be Lit Across Madhya Pradesh
The campaign will begin with the “Ashirwad Ka Diya” programme.
On September 17 at 7 PM, more than 58 lakh lamps will be illuminated simultaneously by beneficiary families across Madhya Pradesh. Diyas will also be lit at more than 10 selected historical and archaeological sites.
Chief Minister Yadav has instructed collectors to identify suitable archaeological and historically significant locations in their districts for the special lamp-lighting event.
Additional Chief Secretary Shivshekhar Shukla said that officers responsible for the Ashirwad Ka Diya programme will remain present at the district level. Beneficiaries of various government welfare schemes will also be connected with the campaign.
