The recent decision by the Department of Space (DoS) to tighten resignation and voluntary retirement approvals for key ISRO scientists has reignited the debate over talent retention in India’s space sector. Instead of allowing directors and heads of individual centres to process such requests—as was previously permitted—all decisions will now be handled centrally at ISRO headquarters.

However, the memorandum does not clearly define what qualifies as an “important” mission, leading to concerns that the policy could potentially apply to nearly every major project undertaken by the organisation.

The new policy has also drawn attention because ISRO has not publicly clarified the scale of recent employee departures.

Although reports suggest that around 100 to 120 scientists and technical professionals have resigned over the past year, neither the Department of Space nor ISRO has officially confirmed these figures.
