The 8th Pay Commission is examining several issues related to the salaries and retirement benefits of central government employees and pensioners. During recent discussions, employee unions and pensioner organisations have called for changes to the Dearness Allowance (DA) and Dearness Relief (DR) systems, including a possible merger with basic pay or pension.

The commission, headed by Justice Ranjana Prakash Desai, held a meeting in Mumbai on October 23. Over recent months, it has also held meetings in Delhi, Ladakh, Kolkata and Bengaluru.

Among the key demands raised by employee organisations are revisions to basic pay, changes to the DA calculation formula and a review of how inflation affects employees and pensioners. However, no final decision has been announced on these proposals.

How Did the 5th, 6th and 7th Pay Commissions Handle DA Merger?

Previous Pay Commissions have taken different approaches to merging Dearness Allowance with basic pay. Their recommendations provide useful context for understanding the current demands.

The 5th Pay Commission recommended converting DA into dearness pay when the Consumer Price Index (CPI) increased by 50% over the base index. This dearness pay was intended to count for various purposes, including retirement benefits. The commission also recommended 100% inflation neutralisation through DA for employees across pay levels.

The 6th Pay Commission took a different position and did not recommend merging DA with basic pay at any stage. It argued that the revised pay structure already accounted for periodic changes in allowances and benefits linked to price movements. It also retained the existing twice-yearly DA revision system rather than recommending quarterly revisions.

The 7th Pay Commission continued with the established DA calculation method, stating that the existing formula had worked satisfactorily over the years. It did not recommend a major overhaul of the overall mechanism.

These past decisions show that a DA merger is not automatic and depends on the recommendations of the relevant commission and the government’s final decision.

What Are Employee Unions Demanding From the 8th Pay Commission?

Several employee and pensioner organisations want the commission to reconsider how DA and DR are calculated and adjusted.

The Federation of National Postal Organisations (FNPO) has demanded that DA be merged with basic pay once the allowance crosses 25%.

Bharat Pensioners Samaj has called for DA and DR revisions every three months instead of the existing six-month cycle. It has also sought consideration of merging DR with basic pension once the specified threshold is crossed.

Other organisations have urged the commission to review the calculation method based on the All-India Consumer Price Index for Industrial Workers (AICPI-IW). They believe the methodology should be examined to determine whether it adequately reflects household expenditure and the consumption patterns of government employees.

Some proposals have also discussed merging DA with basic pay when the allowance reaches 40% or 50%. These remain suggestions under discussion and should not be treated as approved changes.

Will DA Be Merged With Basic Pay Under the 8th Pay Commission?

The three-member 8th Pay Commission panel, headed by Justice Ranjana Prakash Desai, is expected to examine representations and demands submitted by employee unions and pensioner organisations while preparing its recommendations.

The outcome will depend on the commission’s assessment and the government’s subsequent decisions. At present, there is no confirmed approval for merging DA with basic pay, changing the existing calculation formula or introducing quarterly revisions.

Central government employees and pensioners should therefore distinguish between proposals submitted by organisations and benefits officially approved by the government. Any confirmed changes will depend on formal recommendations and government announcements.
