Central government pensioners and family pensioners are waiting for the government to announce the latest dearness relief (DR) revision. The Bharat Pensioners Samaj (BPS) has urged the government to expedite the decision and release the pending payment, including applicable arrears.
In a letter dated October 22, 2026, BPS Secretary General Avinash Rajput asked the Cabinet Secretary to intervene and direct the Department of Pension and Pensioners’ Welfare (DoPPW) and the Department of Expenditure (DoE), under the Ministry of Finance, to announce and release the pending DR instalment.
The organisation said the delay had created uncertainty among pensioners, particularly elderly people and those who depend on their pension to cover household and medical expenses. BPS claims to represent around one million central government pensioners.
BPS Requests Early DR Announcement and Arrears
According to the pensioners’ organisation, retirees had expected the DR announcement before Dussehra, which fell on October 21 this year.
BPS highlighted that the festive period often brings additional family and household expenses, making the timely payment of enhanced dearness relief particularly important for pensioners.
The organisation also stressed that DR is intended to help pensioners cope with rising prices rather than serve as a discretionary benefit. It has asked the Cabinet Secretary to take up the matter with the relevant departments and ensure that the revised relief and pending arrears are released to eligible pensioners and family pensioners as soon as possible.
In its letter, BPS expressed hope that the government would consider the request and act promptly in recognition of the service provided by retired employees during their working lives.
Dearness Relief May Increase From 60% to 63%
Estimates suggest that the government may raise the dearness relief rate by three percentage points, from the existing 60% to 63%. However, the proposed increase has not been officially confirmed.
The revision is expected to take effect from July 1, 2026. If the government approves the increase, eligible pensioners could receive arrears covering the period between the effective date and the actual implementation of the revised rate.
Until an official notification is issued, the revised percentage, payment schedule and arrears arrangements remain subject to government confirmation.
How Is Dearness Relief Calculated?
Dearness relief is periodically revised to help pensioners maintain their purchasing power as prices rise. The calculation is based on average retail inflation, measured through the All India Consumer Price Index for Industrial Workers (AICPI-IW).
For the revision under discussion, the average index figures for the 12-month period from July 2025 to June 2026 are to be considered.
The final DR rate depends on the applicable calculation and the government’s approval. Pensioners should therefore wait for the official announcement before treating the expected 63% rate as confirmed.
Why Are Pensioners Still Waiting for the DR Decision?
The announcement had been anticipated following a Cabinet meeting expected on October 21. However, the meeting did not take place, leaving pensioners without a formal decision on the revised relief.
The absence of that meeting does not necessarily mean the DR announcement must be postponed, as the government can announce the revision separately.
For now, central government pensioners and family pensioners are awaiting official confirmation of the new DR rate, its effective date and the payment of any arrears due.
