LPG consumers are set to see an important change from October 1, 2026, while a separate relief measure has been approved for eligible families in Jammu and Kashmir. The Union government has made biometric Aadhaar authentication mandatory for domestic LPG consumers who want to book refills at the regulated price with applicable subsidy.
At the same time, the Jammu and Kashmir government has approved a scheme under which families covered by the Antyodaya Anna Yojana (AAY) will receive the cost of six LPG cylinders every year.
Six Free LPG Cylinders for AAY Families
Food, Civil Supplies and Consumer Affairs Minister Satish Sharma informed the Jammu and Kashmir Legislative Assembly on September 24 that the competent authority had approved the provision of six free LPG cooking-gas cylinders annually for AAY households across the Union Territory. The government said the necessary orders for implementing the scheme would be issued shortly.
The benefit is specifically meant for AAY families, a category intended for the poorest and most vulnerable households. The six-cylinder provision was originally proposed by Chief Minister Omar Abdullah in the Jammu and Kashmir Budget for 2026-27 as a measure to reduce the cooking-fuel burden on these families.
As the implementation orders are still being issued, eligible beneficiaries should wait for the government to announce the detailed procedure and payment mechanism before taking any separate action for this particular scheme.
What Is the LPG Aadhaar Authentication Rule?
Separately, the Ministry of Petroleum and Natural Gas has announced that biometric Aadhaar authentication will be required from October 1, 2026, for domestic consumers to book LPG refills at the regulated retail selling price with applicable subsidy.
According to the ministry, 27.43 crore active domestic LPG consumers had already completed biometric Aadhaar authentication by September 19, representing 89.9% of the active consumer base. Those who have already completed the process do not need to authenticate again.
Consumers who still need to complete the process can do so during LPG delivery, by visiting their distributor’s showroom, or through the mobile application of their respective oil marketing company. The government has also said that consumers who do not complete authentication can still receive LPG, but they will have to opt for the applicable market-price supply without subsidy through the available digital channels.
BJP Raises 12-Cylinder Promise in Assembly
The six-cylinder announcement also led to a heated exchange in the Jammu and Kashmir Assembly. BJP members questioned the government over the difference between the current six-cylinder scheme and the National Conference’s earlier election promise, which the opposition said involved 12 free LPG cylinders.
Leader of Opposition Sunil Sharma raised the issue during the Assembly proceedings, arguing that the earlier commitment had been broader. The BJP’s objections resulted in disruptions in the House. These statements represent the opposition’s position on the matter.
The government, meanwhile, has proceeded with the approved six-cylinder provision for AAY families. The detailed implementation process is expected to follow through the orders mentioned by the minister.
