The Central Government’s latest 3-percentage-point increase in Dearness Allowance (DA) is set to affect the retirement gratuity of eligible government employees. The Union Cabinet has approved an increase in DA from 60% to 63% of Basic Pay, with the revised rate effective from July 1, 2026.
The decision is expected to benefit around 48.54 lakh Central Government employees and 68.71 lakh pensioners. While pensioners will receive higher Dearness Relief (DR), employees retiring under the applicable gratuity rules may also receive a higher retirement benefit.
This is because DA is included in the emoluments used to calculate retirement gratuity. However, the actual increase will depend on an employee’s last drawn Basic Pay, qualifying service and the applicable gratuity ceiling. The DA revision does not guarantee an additional ₹50,000 for every employee.
How Is Retirement Gratuity Calculated Under CCS Pension Rules?
For Central Government employees covered by the Central Civil Services (Pension) Rules, 2021, retirement gratuity is calculated under Rule 45.
According to this rule, an eligible employee receives gratuity equivalent to one-fourth of the applicable emoluments for every completed six-month period of qualifying service. The total amount is subject to a maximum of 16.5 times the emoluments.
For gratuity purposes, emoluments generally include Basic Pay and the DA applicable on the date of retirement. If an employee’s emoluments were reduced during the final 10 months of service, average emoluments may be considered as prescribed under the applicable rules.
The retirement gratuity formula is:
Retirement Gratuity = (Basic Pay + DA) × 1/4 × Completed six-month periods of qualifying service
A maximum of 66 six-month periods, equivalent to 33 years of qualifying service, can be counted for this calculation.
Generally, an employee must have completed at least five years of qualifying service and fulfil the eligibility requirements under Rule 45 to receive retirement gratuity.
₹80,000 Basic Pay: Gratuity at 60% and 63% DA
Consider an eligible Central Government employee whose last drawn Basic Pay is ₹80,000 and who has completed 33 years of qualifying service.
Since 33 years amount to 66 completed six-month periods, the employee qualifies for the maximum multiplier of 16.5 times the applicable emoluments.
Gratuity calculation at 60% DA
- Basic Pay: ₹80,000
- DA at 60%: ₹48,000
- Total emoluments: ₹1,28,000
- Qualifying service: 33 years
- Applicable multiplier: 16.5
Calculation: ₹1,28,000 × 16.5
Total retirement gratuity: ₹21,12,000
Gratuity calculation at 63% DA
After the latest DA revision, the calculation becomes:
- Basic Pay: ₹80,000
- DA at 63%: ₹50,400
- Total emoluments: ₹1,30,400
- Qualifying service: 33 years
- Applicable multiplier: 16.5
Calculation: ₹1,30,400 × 16.5
Total retirement gratuity: ₹21,51,600
Additional Gratuity After the DA Increase
| Particulars | At 60% DA | At 63% DA |
|---|---|---|
| Basic Pay | ₹80,000 | ₹80,000 |
| DA | ₹48,000 | ₹50,400 |
| Total emoluments | ₹1,28,000 | ₹1,30,400 |
| Retirement gratuity | ₹21,12,000 | ₹21,51,600 |
In this example, the employee’s estimated retirement gratuity increases by ₹39,600 following the DA revision.
This illustration assumes that Basic Pay, qualifying service and all other relevant conditions remain unchanged.
What Is the Maximum Gratuity Limit for Central Government Employees?
The maximum limit for retirement gratuity and death gratuity for eligible Central Government employees was raised from ₹20 lakh to ₹25 lakh with effect from January 1, 2024.
The increase followed the revision of DA to 50% of Basic Pay and was implemented through the applicable government orders.
The ₹25 lakh ceiling plays an important role in determining how much an employee can actually receive after the latest DA increase.
If the calculated gratuity is below ₹25 lakh, a higher DA rate can increase the payable amount, subject to the applicable rules. However, if the calculated amount has already reached the ₹25 lakh limit, the employee cannot receive a higher gratuity beyond that ceiling.
Which Employees May Receive a Higher Gratuity?
The benefit of the DA revision will differ depending on an employee’s pay and length of qualifying service.
Employees whose calculated gratuity remains below the ₹25 lakh ceiling may receive a higher retirement benefit. Those with higher Basic Pay and longer qualifying service could see a larger increase in their calculated amount, although the maximum limit may restrict the final payment.
On the other hand, employees with fewer years of qualifying service generally have a lower calculation multiplier. As a result, their additional gratuity may be smaller.
Does the 63% DA Rate Apply to All Central Government Employees?
The Union Cabinet’s decision dated October 28, 2026, raised DA from 60% to 63% for Central Government employees covered by the applicable 7th Central Pay Commission structure. The revised rate is effective from July 1, 2026.
The Department of Expenditure issued the corresponding order on October 29, 2026.
Separate DA orders apply to Railway employees and Armed Forces personnel. Gratuity calculations may also differ depending on the pension and gratuity rules governing an employee’s service category.
Employees should therefore check the provisions applicable to their particular service before calculating their expected retirement benefits.
