Maharashtra has introduced a new identity-verification requirement for the registration of immovable property documents. From October 1, 2026, Aadhaar-based identification has become mandatory for property document registration in the state.

The new rule covers 63 categories of registrations, including property sale and purchase, mortgage and partition-related documents. The Maharashtra government has said the measure is aimed at strengthening identity verification and reducing fraudulent transactions involving fake parties or witnesses. The decision has also been notified through the official gazette.

Aadhaar Verification Required for Property Registration

Under the revised process, the identities of the parties involved in covered property transactions will have to be verified using Aadhaar identification.

Revenue Minister Chandrashekhar Bawankule said the decision was taken following directions from Chief Minister Devendra Fadnavis to address fraud in property transactions. The Registration and Stamps Department, which functions under the Revenue Department, handles the registration of immovable property documents in Maharashtra.

The government has pointed to cases involving fake parties and witnesses as one of the concerns behind the change. Aadhaar-based verification is expected to strengthen the identification process and reduce the scope for impersonation during document registration.

What If You Do Not Have an Aadhaar Number?

The new requirement does not simply mean that a person without an Aadhaar number can never complete registration. According to the reported notification, such applicants can provide the acknowledgement receipt showing that they have applied for Aadhaar, along with another valid government-issued identity document.

They will also need to submit documents establishing their relationship with the relevant person involved in the transaction. The registration will be completed only after the required documents and identity details have been verified.

Why Has Maharashtra Introduced This Change?

The main objective of the new system is to strengthen identity verification during property document registration. The government has said the move is intended to prevent fraudulent registrations carried out using false identities and fictitious parties or witnesses.

Aadhaar-based verification is also expected to reduce manual intervention and make the registration process more transparent and efficient. The new requirement applies across the specified 63 categories of property-related document registrations from October 1, 2026.
