Vehicle owners in Haryana’s NCR region need to pay attention to an important update regarding the Pollution Under Control (PUC) certificate. Under the ‘No PUC, No Fuel’ rule, petrol pumps in 14 NCR districts of Haryana have been directed not to provide petrol, diesel or CNG to vehicles that do not have a valid PUC certificate.

The rule came into effect in Delhi-NCR from October 1. In the initial phase, petrol pump staff will manually check the PUC status of vehicles before refuelling. The system is expected to move towards digital verification, with vehicle registration numbers being checked through the online PUC database using Automatic Number Plate Recognition (ANPR) cameras.

Which Vehicles Can Be Refused Fuel?

Vehicles without a valid PUC certificate may be denied petrol, diesel or CNG at fuel stations. Pump attendants will check the validity of the certificate using the vehicle’s registration number before refuelling.

Where ANPR cameras are operational, the registration number can be matched with the online PUC database. Until the camera-based system is fully implemented, manual verification will continue. Petrol pumps may also record the registration number of vehicles that do not have a valid PUC.

Rule Applies in 14 Haryana Districts

The ‘No PUC, No Fuel’ requirement will cover the following 14 districts of Haryana:

  • Gurugram
  • Faridabad
  • Sonipat
  • Panipat
  • Rohtak
  • Jhajjar
  • Rewari
  • Palwal
  • Nuh
  • Mahendragarh
  • Bhiwani
  • Charkhi Dadri
  • Jind
  • Karnal

Vehicle owners travelling through these districts should ensure that their PUC certificate remains valid to avoid problems while refuelling.

What to Do If Your PUC Has Expired?

If your vehicle does not have a valid PUC certificate, you may be refused fuel at petrol pumps. To avoid this situation, vehicle owners should get their pollution certificate renewed at an authorised PUC testing centre.

A valid PUC is also important from a traffic-compliance perspective. Driving a vehicle without a valid PUC certificate can result in an e-challan and a fine of up to ₹10,000 under applicable motor vehicle regulations.
