The Bharatiya Janata Party has completed its latest organisational overhaul, and attention is now turning towards the Narendra Modi Cabinet. With the BJP’s new 65-member national team in place under president Nitin Nabin, speculation is growing over whether a major Union Cabinet reshuffle could follow.
The Modi government currently has 69 members in the Council of Ministers, compared with the constitutional ceiling of 81. This leaves room for up to 12 additional ministers, giving the BJP considerable flexibility to make changes ahead of the next round of Assembly elections and the 2029 Lok Sabha polls.
Sources cited in reports suggest that factors such as electoral requirements, regional representation, ministerial performance, age and the BJP’s “one person, one post” principle could influence any reshuffle.
BJP’s New Team Signals Leadership Changes
Several prominent political leaders have received important organisational responsibilities in the BJP’s new national team.
Union Commerce and Industry Minister Piyush Goyal has been appointed national treasurer. His new organisational position has immediately raised questions over whether he will continue in the Union Cabinet, particularly because the BJP generally favours separating major organisational and government responsibilities.
Former Union minister Smriti Irani has also returned to a significant organisational role. A prominent national campaigner and one of the BJP’s recognisable faces, her comeback could give the party additional strength as it prepares for upcoming elections.
Another former Union minister, Anurag Thakur, has also been included in the new national setup. His appointment highlights the BJP’s apparent effort to combine experienced electoral leaders with a younger generation of organisational faces.
Some serving ministers have also been assigned important state-level party positions. Harsh Malhotra has been named Delhi BJP president, while Pankaj Chaudhary has taken charge as Uttar Pradesh BJP chief.
These appointments could have a direct impact on the composition of the Modi government.
Piyush Goyal, Harsh Malhotra Among Ministers to Watch
Piyush Goyal is one of the key names to watch if a Cabinet reshuffle takes place.
His appointment as BJP treasurer could create a situation where he moves towards full-time organisational responsibilities. If the party follows its “one person, one post” principle, the Commerce and Industry Ministry could eventually be assigned to another leader.
Goyal has played an important role in the government’s economic and international trade agenda, making any change in his portfolio particularly significant.
Harsh Malhotra could also face a similar decision. He currently serves as Minister of State for Road Transport and Highways and Corporate Affairs, while his appointment as Delhi BJP chief adds a demanding organisational responsibility.
His possible exit from the Union government would therefore potentially be driven more by organisational priorities than by ministerial performance.
Pankaj Chaudhary’s UP Role Could Influence Cabinet Changes
Pankaj Chaudhary’s appointment as Uttar Pradesh BJP president comes at an important political juncture, with the state preparing for its next Assembly election.
His new responsibility could make a move out of the Union government logical. However, there is also an argument within the party for retaining him as a minister because of Uttar Pradesh’s enormous political importance and the representation his position provides to the Kurmi community.
His final role could therefore become one of the interesting decisions in any upcoming reshuffle.
Hardeep Singh Puri’s Position Also Under Watch
Another name attracting attention is Hardeep Singh Puri.
The Petroleum and Natural Gas Minister’s Rajya Sabha term is scheduled to end in November. His parliamentary status could consequently become one of the factors considered when the government reviews its ministerial team.
The question is whether the government will seek to retain Puri and, if so, how his political position will be managed.
Who Could Join the Modi Cabinet?
If all 12 available positions were eventually filled, the BJP would have significant scope to introduce new faces and accommodate alliance partners.
Reports suggest that states including Uttar Pradesh, Gujarat, Maharashtra, Madhya Pradesh, Rajasthan, Himachal Pradesh and Karnataka could receive greater representation.
One name that has generated speculation is Shrikant Shinde, the son of Maharashtra Deputy Chief Minister Eknath Shinde. His possible inclusion could strengthen the BJP’s political relationship with the Shiv Sena faction led by his father.
Punjab may also receive attention as the BJP attempts to expand its presence in the state. The movement of former AAP Rajya Sabha members towards the BJP could create another avenue for political representation.
The reshuffle could therefore be used not only to reward performance but also to strengthen the BJP’s social, regional and alliance equations ahead of upcoming elections.
Will All 12 Vacancies Be Filled?
Not necessarily.
The existence of 12 available ministerial positions does not mean the government must appoint 12 new ministers.
Several senior ministers currently manage more than one portfolio. A Cabinet reshuffle could instead redistribute some of these responsibilities among existing ministers or bring in a smaller number of new faces with specific political or administrative roles.
This approach could allow the government to reduce the workload of senior ministers while improving representation without dramatically changing the Cabinet’s overall structure.
BJP Parliamentary Board Reshuffle Also Possible
The speculation is not limited to the Union Cabinet. There is also discussion about possible changes to the BJP Parliamentary Board, the party’s top decision-making body.
Two prominent names reportedly being considered are Uttar Pradesh Chief Minister Yogi Adityanath and Maharashtra Chief Minister Devendra Fadnavis.
Their possible inclusion would fit into the BJP’s broader effort to bring more next-generation leaders into its central decision-making structure.
Yogi Adityanath is among the BJP’s most prominent mass leaders and heads the country’s most politically significant state. Fadnavis, meanwhile, has extensive electoral and organisational experience and currently leads the BJP government in Maharashtra.
Assam Chief Minister Himanta Biswa Sarma is another prominent leader whose name has surfaced in discussions surrounding the BJP’s future leadership structure.
Is the BJP Preparing for 2029?
The organisational changes, Cabinet speculation and possible Parliamentary Board adjustments could all be viewed as components of a larger political strategy.
With the next Assembly elections approaching and the 2029 Lok Sabha election already emerging as a long-term focus, the BJP is working to align its government machinery, party organisation and electoral strategy.
A Cabinet reshuffle, if it happens, could therefore go beyond replacing ministers or addressing performance concerns. It could also be about regional representation, alliance management, younger leadership and preparing the party for the next political cycle.
With Goyal’s new organisational responsibility, Malhotra’s Delhi assignment and Chaudhary’s role in Uttar Pradesh already creating potential questions around ministerial positions, the groundwork for changes is clearly being watched closely.
If leaders such as Yogi Adityanath and Devendra Fadnavis also receive greater prominence within the BJP’s central decision-making structure, it could further signal a generational and organisational shift.
