Delhi Chief Minister Rekha Gupta has announced a month-long public service initiative, ‘Seva Sankalp Abhiyan’, to commemorate Prime Minister Narendra Modi’s birthday.
The campaign will run from September 17 to October 17 and will include a series of public welfare, health, cleanliness, environmental and outreach programmes across the national capital.
Alongside these activities, the Delhi government plans to inaugurate development projects and lay foundation stones for projects worth approximately ₹13,820 crore during the month-long campaign.
Gupta made the announcement on Monday, September 14, while addressing a press conference at the BJP state office. She said the objective was to transform the Prime Minister’s birthday into an occasion centred on public service and direct engagement with citizens.
According to the Chief Minister, governance should be driven by the principle of service, with administrative power being used to help people rather than being treated as a privilege.
Seva Sankalp Abhiyan to Begin on September 17
The campaign will formally start on September 17 with a large-scale blood donation drive organised by the Health Department.
The Delhi government has set a target of collecting 2,500 units of blood in a single day through the mega camp.
Several other welfare programmes will be conducted throughout the campaign period, involving different government departments.
Health Camps for 25,000 Senior Citizens
Health and Social Welfare departments will jointly organise medical check-up camps for approximately 25,000 senior citizens across Delhi.
The initiative is aimed at providing elderly residents with access to basic health screening and government welfare support.
The Labour Department will simultaneously organise registration and health-check-up drives for workers, including construction workers. The registration process is expected to help eligible workers connect with welfare schemes and other government services.
Delhi to Launch SOTTO Platform for Organ Donation
The launch of Delhi’s State Organ and Tissue Transplant Organisation (SOTTO) platform will be another major component of the campaign.
Chief Minister Rekha Gupta said the platform has been developed along the lines of the Central government’s system and will be used to promote awareness about organ donation.
The initiative will also encourage people to register as organ donors.
Meanwhile, the Women and Child Development Department will conduct welfare activities for children staying in child care institutions.
Yamuna Rejuvenation to Be a Major Focus
The Yamuna river will receive significant attention during the Seva Sankalp Abhiyan.
According to Gupta, projects worth around ₹8,000 crore related to the cleaning and rejuvenation of the Yamuna will either be inaugurated or have their foundation stones laid during the campaign.
Large-scale cleanliness programmes will also be conducted along the river and in different wards and Assembly constituencies across Delhi.
‘Clean Delhi, Green Delhi’ Plantation Drive
Environmental activities will form another important part of the month-long campaign.
Under the ‘Clean Delhi, Green Delhi’ initiative, the Environment Department has set a target of planting 70 lakh trees and saplings.
Plantation drives are expected to be organised in every ward of the capital, combining the government’s cleanliness campaign with its efforts to increase green cover.
‘Mere Sapnon Ka Bharat’ to Engage Students
The Delhi government will also involve young people through a competition titled ‘Mere Sapnon Ka Bharat’.
Under the initiative, students will be invited to express their vision of India’s future through creative activities.
The programme will include:
- Painting competitions
- Speech contests
- Reel-making competitions
The government expects approximately five lakh students from nearly 5,000 schools to participate.
Students from Delhi government schools, private institutions, municipal schools and New Delhi Municipal Council schools will be included. University students will also be encouraged to participate.
‘Aashirwad Ka Diya’ on PM Modi’s Birthday
On the evening of September 17, the government will hold the ‘Aashirwad Ka Diya’ programme.
Under the initiative, beneficiaries across Delhi will light lamps at their homes to mark Prime Minister Modi’s birthday and convey their greetings.
Gupta said the occasion would also highlight Prime Minister Modi’s 25 years of public service, spanning his tenure as Gujarat Chief Minister and his current role as Prime Minister.
‘Namo Seva Ki Ankahi Kahaniyan’ to Highlight Beneficiary Stories
The campaign will feature another outreach programme called ‘Namo Seva Ki Ankahi Kahaniyan’.
The initiative will showcase real-life experiences of people who have benefited from government welfare schemes and programmes.
Their stories will be documented and shared with the public through formats such as videos and street plays, highlighting the impact of government initiatives on beneficiaries.
Anganwadi Workers to Be Felicitated
Delhi’s anganwadi workforce will also be recognised during the campaign.
Under the ‘Aangan Ka Milan’ programme, all anganwadi workers in the capital will be felicitated.
The Delhi government said the city has 10,897 anganwadi centres and around 21,350 anganwadi workers.
A ‘Seva Jyoti Kalash Yatra’ will also be organised, bringing together public representatives and citizens as part of the service-oriented campaign.
‘Seva Setu Abhiyan’ to Cover All 70 Assembly Seats
One of the major citizen outreach programmes will be the ‘Seva Setu Abhiyan’.
Under this initiative, three-day camps will be organised across all 70 Assembly constituencies in Delhi.
Officials from different government departments will be present at the camps to explain Central and Delhi government schemes. They will also assist eligible residents with registrations and help citizens access government services.
Residents to Interact With Officials
The campaign will also feature ‘Sushasan Seva Samvad’ sessions.
These meetings will provide residents with an opportunity to directly interact with government officials and learn more about government schemes, ongoing development work and governance initiatives.
The objective is to create a direct communication channel between citizens and the administration.
Innovation Challenge for Young Entrepreneurs and Innovators
Young innovators will also be given a platform through an ‘Innovation Challenge’.
Delhi is among five centres selected nationally for the programme. Participants from neighbouring states will also be connected with the Delhi centre, providing a wider platform for young people to present their ideas and innovations.
Rangoli and Mandala Activities to Promote National Themes
As part of ‘Seva Ke Rang, Rashtra Ke Sang’, participants will take part in rangoli and mandala art activities based on themes including national unity, education and environmental conservation.
The government is also planning a large human rangoli involving thousands of participants.
₹13,820 Crore Development Projects Planned
The month-long programme will not be limited to welfare and public-service activities. The Delhi government also plans to use the campaign to highlight its development and infrastructure agenda.
Chief Minister Rekha Gupta said development projects involving a combined investment of approximately ₹13,820 crore will be inaugurated or have their foundation stones laid during the campaign.
The projects will cover different departments of the Delhi government.
Delhi Infrastructure Projects Highlighted
Gupta also highlighted several major infrastructure projects developed in Delhi and the surrounding region during Prime Minister Modi’s tenure.
These include:
- Delhi-Meerut Expressway
- Delhi-Dehradun Expressway
- Delhi-Mumbai Expressway
- Dwarka Expressway
- UER-2
- Eastern Peripheral Expressway
- Western Peripheral Expressway
According to Gupta, infrastructure projects approved, under construction or proposed for Delhi during the Prime Minister’s tenure have a combined value of approximately ₹12.25 lakh crore.
Jewar Airport, RRTS and Metro Expansion Also Highlighted
The Chief Minister also pointed to major projects such as Jewar Airport, the Regional Rapid Transit System (RRTS) and the expansion of the Delhi Metro.
Other projects mentioned included the signal-free corridor at Dhaula Kuan, as well as major venues such as Yashobhoomi and Bharat Mandapam.
Gupta said these infrastructure developments have improved connectivity in and around the national capital and strengthened Delhi’s ability to host major international events, including the recently held 18th BRICS Summit.
Seva Sankalp Abhiyan: What to Expect
The month-long Seva Sankalp Abhiyan will combine public welfare programmes, citizen outreach, environmental campaigns and development projects.
From blood donation and senior-citizen health camps to worker registration, plantation drives, Yamuna rejuvenation, student competitions and public-service camps, the Delhi government plans to conduct activities across the capital between September 17 and October 17.
The campaign will also provide a platform for showcasing development projects worth around ₹13,820 crore, according to the Chief Minister.
Concluding her address, Rekha Gupta extended birthday greetings to Prime Minister Narendra Modi and expressed her wishes for his good health and continued service to the country.
