8th Pay Commission: Discussions around the 8th Pay Commission continue to attract attention from central government employees and pensioners, particularly over the possibility of higher pensions. Based on different assumed fitment factors, estimated pension figures have now been worked out for Levels 5 to 9.
However, these numbers are only projections at this stage. The final pension structure will depend on the recommendations of the 8th Pay Commission and the government’s subsequent approval.
Why Is the Fitment Factor Important?
The fitment factor is a multiplier used to calculate how existing basic pay or pension could change under a new pay commission. The official fitment factor for the 8th Pay Commission has not yet been finalised.
For the purpose of these projections, three possible fitment factors—2.1, 2.28 and 2.57—have been considered. The pension estimates vary depending on which multiplier is ultimately adopted.
Minimum Pension Under the 7th Pay Commission
The existing basic pension figures under the 7th Pay Commission provide the starting point for these calculations.
For Level 5, the minimum basic pension was ₹14,600, while Level 6 had a minimum pension of ₹17,700. The figure for Level 7 was ₹22,450, followed by ₹23,800 for Level 8 and ₹26,550 for Level 9.
These figures have been used as the base for estimating possible pensions under different fitment factors.
Pension Estimate With 2.1 Fitment Factor
If a fitment factor of 2.1 is applied, the estimated pension figures would be:
- Level 5: ₹30,660
- Level 6: ₹37,170
- Level 7: ₹47,145
- Level 8: ₹49,980
- Level 9: ₹55,755
These figures represent estimates based on the assumed multiplier and should not be considered final pension amounts.
Pension Estimates at 2.28 and 2.57
With a higher fitment factor of 2.28, the projected monthly pension would be:
- Level 5: ₹33,288
- Level 6: ₹40,356
- Level 7: ₹51,186
- Level 8: ₹54,264
- Level 9: ₹60,534
If the fitment factor is ultimately set at 2.57, the estimated pension could rise further. Under this calculation, Level 5 could receive ₹37,522, while Level 6 could get ₹45,489. The projected amount for Level 7 is ₹57,697, and Level 8 could receive ₹61,166.
For Level 9, the estimated monthly pension under a 2.57 fitment factor would be ₹68,234.
Final Pension Will Depend on Government Approval
The figures currently being discussed are only projections based on assumed fitment factors. The 8th Pay Commission has been given 18 months to submit its report, while employee and pensioner organisations are also putting forward their demands regarding changes to pensions.
Therefore, the actual increase in pension cannot be confirmed until the Commission submits its recommendations and the government takes a final decision on them.

They do not represent the final pension amounts approved by the government. The actual pension structure will depend on the recommendations of the 8th Pay Commission and subsequent government approval.
