PhonePe is preparing for a major expansion of its digital payments network, with a strong focus on smaller towns, villages and rural communities across India. The fintech company plans to hire more than 20,000 field sales representatives over the coming year and deploy more than 5 million payment devices across the country.
A significant portion of this expansion will target rural India and Tier-6 cities. Around half of the planned 5 million devices, or nearly 2.5 million units, are expected to be installed in villages and other rural areas. The initiative aims to help small retailers and local businesses become part of India’s growing digital payments ecosystem.
20,000+ Field Sales Jobs Planned
PhonePe’s recruitment plan could create employment opportunities for people in rural and smaller-town markets. However, the company has not provided details on how many of these positions will be permanent roles and how many could be offered on a temporary or contractual basis.
The field sales representatives will work closely with local merchants, including small shopkeepers, street vendors and other neighborhood businesses. Their work will include completing KYC formalities, installing payment devices such as Soundboxes and card readers, and helping merchants operate and understand the payment systems.
The expansion is expected to give PhonePe a stronger presence in areas where digital payment infrastructure is still developing.
Government Policy Changes Behind the Expansion
PhonePe has identified two government initiatives as key factors supporting its planned expansion.
One of them relates to the Merchant Discount Rate (MDR) framework. Under the updated rules mentioned by the company, 5% of the collected MDR is allocated to a dedicated reserve fund. The fund is intended to support digital infrastructure, with particular benefits for small and rural merchants.
PhonePe has also pointed to recent labour law reforms. According to the company, changes aimed at simplifying employment-related processes have made it easier for businesses to manage administrative requirements and expand their workforce more efficiently.
How Rural Merchants Could Benefit
The expansion of digital payments in rural areas could have broader financial implications for small businesses. Once merchants begin accepting digital payments, they can develop a more transparent record of their business transactions and complete the required identity verification.
Such a digital financial history can potentially help banks and lending institutions assess small businesses when considering loans. This could provide merchants with greater access to formal financing instead of relying primarily on informal sources of credit.
The initiative could also bring more small businesses into India’s wider digital economy. By giving village-level retailers access to digital payment infrastructure, PhonePe’s expansion aims to connect even smaller merchants with the country’s growing cashless payment ecosystem.
