BRICS Summit: BRICS leaders have strongly condemned the April 22, 2025 terrorist attack in Pahalgam, Jammu and Kashmir, reaffirming their commitment to fighting terrorism in all its forms. In their joint declaration, the leaders stressed that there can be no justification for terrorism and called for a firm global approach against terrorist activities.
The New Delhi Declaration, which was unanimously adopted on the opening day of the summit, stated that every act of terrorism is criminal and cannot be justified, irrespective of its motive or the identity of those responsible.
BRICS Condemns Pahalgam Attack
The declaration expressed the strongest condemnation of the terrorist attack in Jammu and Kashmir on April 22, 2025, in which 26 people were killed and several others injured.
The BRICS countries also highlighted the need for stronger international cooperation to tackle the networks that support terrorism. The declaration called for action against the cross-border movement of terrorists, terrorist financing and safe havens.
Leaders Call for Zero Tolerance Towards Terrorism
BRICS leaders reiterated that terrorism must be dealt with through a unified and uncompromising approach. They called on member countries to maintain zero tolerance towards terrorism and rejected what they described as double standards in efforts to combat terrorist activities.
The leaders also urged coordinated action against terrorists and terrorist organisations designated by the United Nations.
The declaration reaffirmed the bloc’s broader commitment to strengthening international cooperation to prevent and counter terrorism while addressing the networks and infrastructure that enable such activities.
BRICS Expresses Concern Over West Asia Tensions
Beyond terrorism, the BRICS declaration also addressed the worsening situation in West Asia. Leaders voiced deep concern over the continuing escalation and urged all sides to exercise maximum restraint.
They stressed the importance of avoiding steps that could further intensify the conflict and worsen instability in the region.
BRICS countries also underlined the importance of dialogue and diplomacy in finding a long-term solution. According to the declaration, greater diplomatic efforts are needed to support lasting peace, security and stability in West Asia.
Focus on Global Trade and Energy Security
The BRICS bloc also highlighted the importance of keeping global trade, supply chains and energy flows functioning smoothly in line with international law.
At the same time, the leaders expressed concern about conflicts continuing in different parts of the world. They also pointed to growing polarisation and fragmentation in the international order, calling for greater cooperation to address these global challenges.
The declaration’s message on terrorism, regional conflicts and economic stability reflects BRICS’ broader push for greater international coordination on security and global affairs.
