The Eighth Central Pay Commission has asked central government ministries and departments to submit detailed information on employee salaries and allowances. The data request covers Pay Matrix Levels 1 to 18 and includes basic pay, Dearness Allowance (DA), House Rent Allowance (HRA), transport allowance and several other payments. The information will provide an overview of the government’s salary-related expenditure as the Commission examines the existing compensation structure.

What Salary and Allowance Details Are Required?

The Commission has requested expenditure figures across different pay levels, covering several components of employee compensation. These include basic pay, along with Military Service Pay wherever applicable, and payments made under various allowance categories.

The information required includes expenditure on DA, HRA and transport allowance, as well as risk and hardship allowances for eligible employees. The data also covers running staff allowance for railway employees, non-practising allowance and other payments provided under applicable service rules.

In addition, ministries and departments must report the total expenditure across the different allowance categories. The figures are to be recorded in lakh rupees, allowing the Commission to compile and compare salary and allowance costs across Pay Matrix Levels 1 to 18.

How Should Ministries Submit the Information?

According to the information provided, ministries and departments must enter and upload the required expenditure details through the Commission’s designated online data portal.

Submitting the information through email, Excel files or physical documents will not replace the prescribed online submission process. Departments are required to provide the figures in the format specified by the Commission.

The exercise covers three financial years: 2022–23, 2023–24 and 2024–25. The requested figures must be reported separately for each year and for the relevant Pay Matrix Levels.

Apart from salary and allowance expenditure, the Commission has sought additional information on other employee-related matters. These include pension scheme headcounts, advances and employee cadre structures.
