Central government employees and pensioners are waiting for updates on the 8th Pay Commission, particularly regarding the proposed salary revision, minimum basic pay and pension benefits. However, the government has not yet announced final figures for the fitment factor, revised minimum salary, pension increase or annual increment.
Around 50 lakh central government employees and 69 lakh pensioners are expected to benefit from the commission’s recommendations. Several estimates are circulating, while employee unions have put forward their demands. The actual benefits will depend on the commission’s recommendations and the government’s final decision.
8th Pay Commission: Latest Updates and Timeline
The Union Cabinet approved the Terms of Reference for the 8th Pay Commission in October 2025, and the commission was formally constituted on November 3, 2025. It is headed by retired Supreme Court judge Ranjana Prakash Desai and has 18 months to submit its recommendations to the government.
The commission may also submit interim reports on specific matters when required. As part of its consultation process, it has been engaging with employee organisations and pensioner representatives. Meetings were held in Bengaluru on October 7 and 8, 2026.
January 1, 2026, is being discussed as the expected effective date of the revised pay structure. However, the government has not officially confirmed this date. Employees and pensioners will need to wait for an official announcement regarding implementation.
8th Pay Commission Fitment Factor: What Could the New Minimum Salary Be?
The fitment factor is a multiplier used to calculate revised basic pay from the existing basic salary. Under the 7th Pay Commission, a fitment factor of 2.57 was applied, and the minimum basic salary was fixed at ₹18,000.
For the 8th Pay Commission, estimates suggest that the fitment factor could range between 1.83 and 2.86. Meanwhile, employee unions are demanding a higher factor of 3.833, which could raise the minimum basic salary to approximately ₹69,000.
It is important to understand that the figure of ₹69,000 is based on employee union demands, not an approved government proposal. The final fitment factor and revised minimum pay will be known only after the recommendations are considered and approved.
Expected Salary Hike Under the 8th Pay Commission
Various projections suggest that central government employees could see a salary increase of around 20% to 30%. However, this is an estimate rather than a confirmed hike.
The actual revision will depend on the fitment factor selected, the revised pay structure, applicable allowances and the adjustment of existing Dearness Allowance (DA) under the new salary framework.
For example, if a fitment factor of 1.92 is applied to the current minimum basic salary of ₹18,000, the calculation would be:
₹18,000 × 1.92 = ₹34,560
Under this illustration, the revised basic salary would be ₹34,560. However, this calculation does not mean that an employee’s take-home salary will increase by the same proportion. The final amount will depend on the approved pay structure and other applicable components.
8th Pay Commission Pension Hike: How Much Could Pensioners Receive?
Pensioners are also awaiting clarity on revised pension amounts under the 8th Pay Commission. Under the 7th Pay Commission, the minimum basic pension was fixed at ₹9,000.
Based on illustrative calculations, applying different fitment factors would produce the following amounts:
- Fitment factor of 2.28: ₹9,000 × 2.28 = ₹20,520.
- Fitment factor of 2.57: ₹9,000 × 2.57 = ₹23,130.
These figures are examples based on the specified multipliers and should not be treated as confirmed pension amounts. The actual pension revision will depend on the 8th Pay Commission’s recommendations and the government’s final approval.
For now, central government employees and pensioners must wait for official decisions on the fitment factor, minimum basic pay, salary revision, pension benefits and implementation date.
