Several important financial and regulatory changes have come into effect from November 1, 2026. These updates may affect vehicle owners, pensioners, taxpayers, liquor buyers and bank customers.
The changes include an increase in commercial LPG cylinder prices, revised credit card charges for Punjab National Bank customers, updates to GST refund rules and new requirements for submitting pensioners’ Life Certificates. A new annual toll pass option has also been introduced for eligible residents living near toll plazas.
Here is a look at the major changes that people should know about.
Annual Toll Pass Available for ₹1,500
The Union Ministry of Road Transport and Highways has introduced revised toll pass provisions from November 1. Under the new arrangement, eligible residents living within a 20-kilometre radius of a toll plaza can obtain an annual pass for their vehicles by paying ₹1,500.
The facility is intended for people residing near toll plazas and will directly affect eligible local vehicle owners.
New Charges for Punjab National Bank Credit Card Users
Punjab National Bank (PNB) has revised certain charges applicable to its Visa and RuPay credit card variants.
For cash withdrawals using a PNB ATM, customers will be charged 2.5% of the withdrawn amount or ₹400, whichever is higher. For cash withdrawals at other banks’ ATMs, the charge will be 2.5% of the transaction amount or ₹500, whichever is higher.
The bank has also reduced the earlier cash withdrawal threshold from ₹1,000 to ₹500. In addition, a charge of ₹1,200 will apply to outstanding balances above ₹50,000.
Customers should review the revised terms to understand how these changes may affect their credit card transactions.
GST Rules Revised From November 1
Some provisions related to GST credit notes and refunds have also been updated.
Under the revised provisions, businesses seeking to reduce the taxable value by applying discounts offered after a sale must reverse the input tax credit associated with those discounts.
A provision for provisional refunds has also been introduced for businesses operating under an inverted duty structure. These changes are intended to address certain aspects of GST adjustments and refund processing.
Online Payment Mandatory for Liquor Purchases Above ₹1,000 in Tamil Nadu
The Tamil Nadu government has made online payment compulsory for liquor purchases exceeding ₹1,000.
This requirement will apply to customers making purchases above the specified amount in the state.
Life Certificate Submission Dates for Pensioners
Pensioners must also pay attention to the annual Life Certificate submission schedule.
Pensioners below the age of 80 can submit their Jeevan Praman Patra between November 1 and November 30. Those aged 80 and above have been able to submit their certificates from October 1.
Submitting the Life Certificate within the applicable period is important for pensioners to continue receiving their pension without disruption.
