UP Salary Hike: Outsourced employees working in district project offices under Uttar Pradesh’s Basic Education Department have received an increase in their monthly honorarium. The state has approved a 25% hike for specified outsourced positions under Samagra Shiksha, including stenographers, accountants, assistant accountants, typists, clerks and computer operators.
The revised rates mean that eligible stenographers and accountants will now receive ₹23,200 per month, compared with ₹18,560 earlier. The revised honorarium is scheduled to apply from October 2026, while no arrears will be paid for the previous period.
New Honorarium Rates for Outsourced Employees
The increase applies to different categories according to their existing honorarium. Stenographers and accountants will see their monthly payment rise from ₹18,560 to ₹23,200, giving them an increase of ₹4,640 per month.
For assistant accountants, the honorarium has been revised from ₹11,600 to ₹14,500. Meanwhile, typists, clerks and computer operators will receive ₹13,775 instead of the earlier ₹11,020 per month.
The revised rates are:
| Post | Earlier Honorarium | Revised Honorarium | Monthly Increase |
|---|---|---|---|
| Stenographer | ₹18,560 | ₹23,200 | ₹4,640 |
| Accountant | ₹18,560 | ₹23,200 | ₹4,640 |
| Assistant Accountant | ₹11,600 | ₹14,500 | ₹2,900 |
| Typist | ₹11,020 | ₹13,775 | ₹2,755 |
| Clerk | ₹11,020 | ₹13,775 | ₹2,755 |
| Computer Operator | ₹11,020 | ₹13,775 | ₹2,755 |
375 Outsourced Employees to Benefit
According to reports, around 375 outsourced employees working in district project offices across Uttar Pradesh will benefit from the revised honorarium. These personnel are engaged through service providers, with five employees working in each district project office under the reported arrangement.
The State Project Office has instructed district-level officials to ensure that eligible outsourced employees receive the revised honorarium. Directions have also been issued to maintain transparency in the payment process.
The decision follows a State Executive Committee meeting held on September 8, 2026. The State Project Director’s office subsequently issued the relevant memorandum on September 29, 2026.
When Will the Increased Salary Be Paid?
The revised honorarium is being implemented from October 2026. However, the order makes it clear that the increase will not result in payment of arrears for earlier months. In other words, employees should not expect the 25% difference to be calculated retrospectively for the period before the revised rates became effective.
It is important to note that this revision applies to the specified outsourced positions covered under the relevant Samagra Shiksha arrangement. It should not automatically be treated as a salary hike for every outsourced employee working in every department of the Uttar Pradesh government.
Earlier Hike for Roadways Outsourced Staff
Uttar Pradesh had also taken a separate decision regarding the honorarium of outsourced personnel working with the State Road Transport Corporation. About one and a half months earlier, a 10% increase had been approved for certain outsourced positions, including computer operators, programmers, accountants and tally operators.
However, the honorarium for outsourced mechanics working in roadways bus workshops was not revised separately on a category-wise basis under that decision.
