Mumbai Travel Changes From October 1: Toll Hike, CSMT Train Changes and NCMC Rule

Several important travel-related changes have come into effect in Mumbai from October 1, 2026. The changes affect road users, long-distance train passengers and people travelling on Maharashtra State Road Transport Corporation (MSRTC) buses.

Commercial vehicle tolls have been increased at five major entry points, a 75-day traffic and power block has started at Chhatrapati Shivaji Maharaj Terminus (CSMT), and an NCMC card is now required for eligible women and senior citizens seeking fare concessions on MSRTC buses.

Here is what passengers and motorists need to know before travelling.

Mumbai Entry Toll Increased for Commercial Vehicles

Entering or exiting Mumbai has become more expensive for certain commercial vehicles from October 1. The Maharashtra State Road Development Corporation (MSRDC) has raised toll rates by 20% at five entry points: Vashi, Mulund LBS Road, Mulund Eastern Express Highway, Airoli and Dahisar.

Under the revised rates, mini buses and light commercial vehicles will now pay Rs 90 per trip, compared with Rs 75 earlier. The toll for buses and trucks has increased from Rs 150 to Rs 180, while heavy motor vehicles will pay Rs 225 instead of Rs 190.

Private cars and SUVs continue to remain exempt from these entry-point tolls. Public transport buses, auto-rickshaws and taxis are also exempt.

75-Day CSMT Block to Affect Eight Long-Distance Trains

Passengers travelling to Mumbai by long-distance train also need to take note of a major change at CSMT.

Central Railway has started a 75-day traffic and power block from October 1 to December 15 as part of the ongoing redevelopment work at Chhatrapati Shivaji Maharaj Terminus. The work covers Platforms 14 and 15 and Stabling Line 15.

Because of the block, eight long-distance trains that normally terminate at CSMT will be short-terminated during this period. Seven trains will terminate at Dadar, while one will terminate at Thane.

Passengers whose tickets show CSMT as the destination should therefore check the latest train information before starting their journey. Those affected may need to arrange onward travel from Dadar or Thane.

NCMC Card Required for Concession Tickets on MSRTC Buses

Another change applies to women and senior citizens travelling on Maharashtra’s state transport buses.

From October 1, MSRTC has made the National Common Mobility Card (NCMC) mandatory for senior citizens, Amrit senior citizens and women passengers who want to use eligible fare-concession schemes.

Registration and distribution of NCMC cards have already begun at bus stations and depots. Passengers with an active NCMC card, or a registration receipt containing a QR code, can avail themselves of the applicable concession.

What Mumbai Travellers Should Check

People travelling into or around Mumbai should check the applicable toll for their vehicle category, verify their train’s revised terminating station if travelling to CSMT, and ensure they have the required NCMC documentation when claiming eligible MSRTC concessions.
