The central government has reduced the windfall tax imposed on exports of diesel and aviation turbine fuel (ATF), providing some relief to refiners exporting these petroleum products. The revised rates came into effect from October 1, 2026, and will remain applicable for the current fortnight ending October 15.

According to the latest notification from the Finance Ministry, the levy on diesel exports has been reduced from ₹20 per litre to ₹16 per litre. The tax on ATF exports has also been lowered, from ₹15 per litre to ₹10.50 per litre. There has been no change in the applicable windfall tax on petrol exports.

What Is the Windfall Tax?

India introduced export levies on petrol, diesel and ATF in March 2026 amid the West Asia crisis and elevated international energy prices. The measure was intended to discourage excessive exports and help maintain adequate availability of petroleum products in the domestic market.

The government reviews these export levies every 15 days. The rates are adjusted according to movements in international prices of crude oil and petroleum products during the relevant review period.

Will Petrol and Diesel Become Cheaper?

The reduction in the windfall tax applies to petroleum products exported by refiners. It does not represent a reduction in the taxes applicable to petrol and diesel sold for domestic consumption.

Therefore, the latest cut in export levies does not directly reduce the retail price paid by consumers at petrol pumps. The government has separately taken measures affecting domestic fuel taxation during the ongoing period of elevated international crude prices, while retail petrol and diesel prices have remained unchanged in the latest monthly revision.

As a result, consumers should not expect an immediate fall in petrol or diesel prices simply because the export levy on diesel has been reduced.

Why Was the Tax Reduced?

The windfall tax is reviewed periodically based on international market conditions. When global crude and petroleum-product prices or refining margins change, the government can revise the export levy for the following fortnight.

For the period beginning October 1, the government lowered the levy on both diesel and ATF exports. The diesel export tax now stands at ₹16 per litre, while the ATF levy has been reduced to ₹10.50 per litre.

The latest change is therefore focused on the taxation of exports and should not be confused with a direct reduction in the domestic petrol or diesel price.
