A major change is expected in the EPF and EPS framework for employees as the government plans to raise the salary limit for mandatory EPFO coverage from Rs 15,000 to Rs 25,000 per month. The existing wage threshold of Rs 15,000 was introduced in September 2014 and has remained unchanged since then.

The proposed increase is aimed at bringing more employees under the social security system and expanding access to EPF, EPS and EDLI benefits. The EPFO and the Ministry of Labour will oversee the implementation and work out the necessary details.

What Will Happen to PF Deductions?

The proposed salary limit could have a direct impact on employees whose basic salary and dearness allowance (DA) currently fall within the Rs 15,000 threshold.

Employees may see changes in the way their EPF contributions are calculated under the revised rules. Whether an individual’s PF deduction or in-hand salary changes will depend on the contribution structure and how the new wage limit is implemented.

For new employees coming under EPFO coverage, the move would provide access to systematic retirement savings, pension benefits and insurance protection through EPF, EPS and EDLI.

Government Expenditure to Increase

The government estimates that the decision could increase annual expenditure on the social security system to around Rs 11,339 crore, compared with the existing expenditure of approximately Rs 10,250 crore.

Over a five-year period, the estimated financial impact is around Rs 56,696 crore. The move would therefore have a substantial impact on one of India’s largest social security systems.

Wider EPFO Coverage

Increasing the mandatory EPFO salary ceiling from Rs 15,000 to Rs 25,000 is intended to expand formal social security coverage as wage levels and formal employment continue to evolve.

The proposed change would allow more employees to benefit from retirement savings, pension provisions and insurance support. The actual impact on individual salaries and PF contributions will depend on the contribution calculations and salary structures applicable under the new rules.

Further administrative and legislative procedures will be required before the revised salary limit is implemented.
