UPI Transaction: Unified Payments Interface (UPI) has become one of the most widely used digital payment methods in India, with people using it for everything from small purchases to high-value payments. With UPI transactions continuing to grow, questions have also emerged about whether users will have to pay charges on payments above ₹2,000.

The government has clarified that consumers will not be charged transaction fees for making UPI payments. Person-to-person (P2P) transactions will also remain free. The government has further said that any Merchant Discount Rate (MDR), if introduced, would apply only to a limited set of merchant transactions above a specified threshold, rather than being charged to ordinary users.

Are UPI Payments Above ₹2,000 Chargeable?

The ₹2,000 figure should not be treated as a fee limit for UPI users. There is no current rule under which a customer automatically pays an additional charge for making a UPI payment above ₹2,000.

This means a person making a payment of ₹2,500, ₹5,000 or ₹10,000 through UPI does not automatically incur a UPI transaction fee simply because the amount crosses ₹2,000. The government has specifically stated that consumers will not face transaction charges on UPI payments.

The government has also previously clarified that claims about a GST being imposed on UPI transactions above ₹2,000 were false and that there was no such proposal at that time.

What Is MDR and Could It Affect Merchants?

MDR, or Merchant Discount Rate, is a fee associated with processing certain digital payments. The government has said that if MDR is introduced for UPI in the future, it would apply only to a limited category of merchant transactions above a specified threshold and would not be a charge imposed on consumers.

The government has also stated that the vast majority of UPI merchant transactions will remain free. The framework provides for the NPCI-led committee to decide the MDR, if any, after the relevant legislative process.

UPI has expanded rapidly across India’s banking system. According to official data, 741 banks were live on UPI as of July 2026, while the platform processed 2,366 crore transactions in July 2026, with a total value of about ₹29.88 lakh crore.

UPI Tap & Pay and Offline Payments

Alongside the expansion of regular UPI payments, technologies designed for low-connectivity and offline situations are also being developed and used.

NPCI’s UPI Tap & Pay allows users with compatible NFC-enabled devices to make payments by tapping their phone on a supported UPI Smart Tag or Smart QR. UPI Lite X also supports offline payments in areas with poor connectivity.

These technologies are intended to make digital payments more accessible in situations where normal internet connectivity may not be available or reliable.
