The 8th Pay Commission is expected to play a crucial role in determining the next major salary revision for Central Government employees and pensioners. One of the most important elements in this process will be the fitment factor, which will determine how the existing basic pay is converted into the revised basic salary.

While the 8th Pay Commission has not yet finalized the fitment factor, estimates currently being discussed range from a conservative 1.83 to 2.00, while some employee and pensioner organizations are demanding a much higher factor.

What Is the Fitment Factor in the 8th Pay Commission?

The fitment factor is essentially a multiplier used to calculate the revised basic pay of government employees.

The calculation is straightforward:

Current Basic Salary × Fitment Factor = Revised Basic Salary

Under the 7th Pay Commission, the fitment factor was fixed at 2.57.

For the 8th Pay Commission, estimates of 1.83 and 2.00 are being considered in some projections. At the same time, employee and pensioner groups have proposed significantly higher figures.

8th Pay Commission Salary With 1.83 Fitment Factor

If the fitment factor is fixed at 1.83, employees could see a substantial increase in their basic pay.

For example:

  • Level 1: ₹18,000 → ₹32,940
  • Level 7: ₹44,900 → ₹82,167
  • Level 10: ₹56,100 → ₹1,02,663

These figures represent the revised basic salary only and do not include other components such as allowances.

What Happens With a 2.00 Fitment Factor?

A fitment factor of 2.00 would effectively double the existing basic salary.

Under this calculation:

  • Level 1: ₹18,000 → ₹36,000
  • Level 7: ₹44,900 → ₹89,800
  • Level 10: ₹56,100 → ₹1,12,200

The actual salary received by employees, however, would depend on the final pay structure and applicable allowances.

Will the 8th Pay Commission Increase Take-Home Salary by 83% or 100%?

Not necessarily.

A common misunderstanding is that a fitment factor of 1.83 automatically means an 83% increase in overall salary, while a factor of 2.00 would mean a 100% salary hike.

The actual increase in take-home pay will depend on the complete salary structure introduced after the 8th Pay Commission recommendations. Components such as Dearness Allowance (DA), House Rent Allowance (HRA) and other allowances will also influence the final salary.

Current estimates therefore vary considerably.

Some projections suggest an overall salary increase of around 20% to 30%, while moderate estimates place the increase between 30% and 50%. At the higher end, some estimates suggest an increase of more than 80%.

However, these figures are only projections at this stage. The final salary revision will depend on the recommendations of the 8th Pay Commission and the subsequent decision of the Central Government.

What Is the Current Status of the 8th Pay Commission?

The 8th Pay Commission is currently in its consultation stage, according to the information provided. The Commission is collecting views and suggestions from various stakeholders, including employee bodies, pensioners’ associations, unions and other concerned groups.

The Commission is expected to submit its recommendations within 18 months of its establishment on November 3, 2025. If that timeline is followed, the recommendations could be submitted by May 2027.

The Central Government will then consider the recommendations before taking a final decision on the revised pay structure.

Pensioners’ Body Seeks 3.83 Fitment Factor

While estimates around 1.83 to 2.00 are considered more conservative, some organisations are demanding a considerably higher fitment factor.

The All India Federation of Pensioners’ Associations (AIFPA) has reportedly sought a 3.83 fitment factor from the 8th Pay Commission.

If such a factor were approved, the increase in basic pay would be significantly higher than under the 1.83 or 2.00 scenarios. However, 3.83 is a demand and not an approved fitment factor.

8th Pay Commission: What Employees Should Expect

The fitment factor will be one of the biggest factors determining the revised basic pay under the 8th Pay Commission. However, employees should not calculate their final take-home salary based solely on the multiplier.

At present, 1.83 to 2.00 represents the more conservative range mentioned in estimates, while higher figures, including 3.83, have been demanded by some employee and pensioner groups.

The final outcome will only become clear after the Commission completes its consultations, submits its recommendations and the government takes a final decision.

For now, all projected salary figures should be treated as estimates rather than confirmed 8th Pay Commission pay figures.
