India is steadily emerging as a serious player in the global semiconductor industry, with billions of rupees being committed to chip fabrication, assembly, testing and advanced packaging.
Under the Semicon India Programme, the government has approved a series of major semiconductor projects with a combined investment running into more than ₹1.6 lakh crore. These facilities are expected to manufacture and package chips used in smartphones, automobiles, artificial intelligence systems, telecom equipment, consumer electronics and industrial applications.
From Tata Electronics’ large semiconductor fabrication plant in Gujarat to Micron’s memory-chip facility and new projects in Assam, Odisha, Uttar Pradesh, Punjab and Andhra Pradesh, the investments are aimed at creating a complete semiconductor ecosystem within India.
The projects could also generate thousands of jobs, strengthen domestic technology capabilities and reduce the country’s dependence on imported semiconductor components.
Why Are Semiconductor Plants Important for India?
Semiconductors are the foundation of modern electronics. Smartphones, cars, computers, telecom equipment, AI servers and countless industrial machines all depend on chips.
India has traditionally relied heavily on imports to meet its semiconductor requirements. The India Semiconductor Mission (ISM) is designed to change that by creating an ecosystem covering chip design, fabrication, assembly, testing and packaging.
According to the Ministry of Electronics and Information Technology (MeitY), the government has approved 10 major semiconductor projects under the Semicon India Programme.
Among these, eight major projects stand out for their scale and technological significance.

1. Micron Technology Plant – Sanand, Gujarat
Micron Technology’s semiconductor facility in Sanand is among the first major projects approved under the Semicon India initiative.
The company is investing around ₹22,516 crore in the facility, which will focus on assembly, testing, marking and packaging of DRAM and NAND memory products.
The plant is expected to produce approximately 14 million units per week, serving both Indian and international markets.
2. Tata Electronics-PSMC Semiconductor Fab – Dholera, Gujarat
One of the biggest semiconductor investments in India is Tata Electronics’ proposed fabrication plant at Dholera in Gujarat.
Tata Electronics is working with Taiwan-based Powerchip Semiconductor Manufacturing Corporation (PSMC) on the project, which carries an investment of around ₹91,526 crore.
The facility will manufacture chips for sectors such as automobiles, information technology and telecommunications. Its planned capacity is around 50,000 wafer starts per month.
The project is particularly significant because it will establish large-scale semiconductor wafer fabrication capacity in India.
3. Tata Semiconductor Assembly and Test Facility – Assam
Tata Electronics is also developing a semiconductor assembly and testing facility in Morigaon, Assam.
With an estimated investment of ₹27,120 crore, the project represents one of the largest technology investments in Northeast India.
The facility will use advanced packaging technologies and is expected to have the capacity to produce around 48 million units a day.
The plant is expected to play an important role in developing Assam as a semiconductor manufacturing and packaging hub.
4. CG Power-Renesas-Stars Facility – Gujarat
CG Power has joined hands with Japan’s Renesas Electronics and Thailand-based Stars Microelectronics to establish an outsourced semiconductor assembly and test (OSAT) facility.
The project involves an investment of approximately ₹7,584 crore.
The facility will manufacture semiconductor products for the automotive, consumer electronics and industrial sectors, with a proposed production capacity of about 15.07 million units per day.
5. Kaynes Semicon Plant – Sanand
Kaynes Technology’s semiconductor unit in Sanand involves an investment of around ₹3,307 crore.
The facility will specialize in wire-bond interconnects and substrate-based semiconductor packages, serving a range of electronic applications.
Its planned capacity is more than 6.33 million chips per day, adding another important packaging capability to Gujarat’s growing semiconductor cluster.
6. HCL-Foxconn Semiconductor Facility – Jewar, Uttar Pradesh
The HCL Group and Foxconn have partnered through Vama Sundari Investments to develop a semiconductor facility in the Jewar area of Uttar Pradesh.
The project has an estimated investment of ₹3,706 crore and is expected to strengthen the semiconductor ecosystem in North India.
The facility will manufacture display driver integrated circuits (DDICs), which are widely used in televisions, smartphones, laptops and other display-based electronics.
The planned capacity is around 36 million chips per month, equivalent to approximately 20,000 wafers.
7. SiCSem Silicon Carbide Facility – Bhubaneswar, Odisha
SiCSem, a subsidiary of Archean Chemical, is establishing a semiconductor facility at Info Valley in Bhubaneswar.
The project, valued at around ₹2,067 crore, is focused on silicon carbide (SiC) compound semiconductors.
The facility is expected to manufacture approximately 60,000 SiC wafers annually, while its packaging capacity could reach around 96 million units.
Silicon carbide chips are increasingly important for electric vehicles, renewable-energy systems and power-management applications because of their ability to operate efficiently under demanding conditions.
8. 3D Glass Solutions – Advanced Packaging Facility
US-based 3D Glass Solutions is planning an advanced semiconductor packaging facility in Bhubaneswar with an investment of approximately ₹1,943 crore.
The project will focus on 3D heterogeneous integration (3DHI) and advanced glass-substrate technology.
Its products are expected to serve high-tech sectors including artificial intelligence, aerospace and photonics.
The facility is planned to produce around 5,800 glass panels per month, along with approximately 4.2 million units.
Two More Semiconductor Projects Add to India’s Chip Push
Apart from the eight major projects, the government has also approved other important semiconductor-related manufacturing initiatives.
CDIL – Punjab
Continental Device India Ltd (CDIL) is expanding its manufacturing operations in Mohali under the government’s SPECS programme.
The expanded facility could add production capacity of roughly 100 million units annually.
The project is expected to strengthen India’s capabilities in silicon carbide components, including applications related to electric vehicles and energy management.
ASIP Technologies – Andhra Pradesh
ASIP Technologies is developing an OSAT/ATMP facility in Visakhapatnam, involving an investment of more than ₹460 crore.
Construction began in August 2026, and the facility is expected to manufacture approximately 96 million chips annually for consumer electronics and automotive applications.
What Is the Semicon India Programme?
Launched in 2021, the Semicon India Programme was initially allocated around ₹76,000 crore to establish a semiconductor ecosystem covering chip design, manufacturing, assembly, testing and packaging.
The next phase, referred to as Semicon 2.0 or India Semiconductor Mission 2.0, was launched in 2026 with an investment of around ₹1,27,500 crore, or approximately $13 billion.
The second phase places greater emphasis on developing semiconductor materials and manufacturing equipment within India, expanding advanced packaging capabilities and strengthening domestic intellectual property.
India’s Semiconductor Ambition Is Getting Bigger
India’s semiconductor strategy is no longer limited to attracting individual manufacturing plants. The broader objective is to establish an integrated ecosystem—from chip design and wafer fabrication to assembly, testing, packaging and materials.
Gujarat has emerged as a major hub, while projects in Assam, Odisha, Uttar Pradesh, Punjab and Andhra Pradesh are helping distribute semiconductor capabilities across different parts of the country.
If these projects progress as planned, they could mark a major shift in India’s electronics manufacturing landscape, helping the country move from being heavily dependent on imported chips to becoming an increasingly important global semiconductor manufacturing and packaging destination.
