Union Commerce and Industry Minister Piyush Goyal has clarified that the proposed India-US Bilateral Trade Agreement (BTA) remains on track despite concerns surrounding a new US sanctions bill targeting countries that continue importing Russian oil.
His statement comes after the US Senate advanced a bipartisan bill that could empower President Donald Trump to impose tariffs of up to 100% on imports from nations purchasing Russian energy, including India.
India-US Trade Deal Ready For First Phase
Speaking about the proposed trade pact, Goyal said the first phase of the India-US Bilateral Trade Agreement has already been finalized and is ready for implementation.
According to the minister, the agreement will come into force once the United States ensures that Indian exports receive a competitive advantage over products from neighboring countries and ASEAN nations.
He explained that securing this level playing field is the key requirement for launching the first tranche of the agreement. Once that objective is achieved, India will be well-positioned to expand exports and capitalize on opportunities in the US market.
Why Trump’s Russia Sanctions Bill Has Raised Concerns
The minister’s remarks follow the US Senate’s decision to move forward with legislation aimed at increasing economic pressure on Russia by targeting its energy revenues.
The proposed bill cleared its first procedural vote with strong bipartisan backing but has not yet become law. It must still pass additional stages in the Senate, receive approval from the House of Representatives, and be signed by the US President.
One of the bill’s most significant provisions would authorize the US President to impose tariffs of up to 100% on imports from countries that continue purchasing Russian oil and natural gas.

Why India Is Part Of The Discussion
Since the Ukraine conflict began, India has emerged as one of the world’s largest buyers of discounted Russian crude oil.
As a result, India and China are among the countries that could potentially be affected if the proposed legislation becomes law and the US President chooses to exercise the tariff powers granted under it.
However, it is important to note that the bill does not automatically impose tariffs on India. Instead, it only provides the legal authority for the US administration to do so in the future as part of its broader sanctions strategy.
No Immediate Impact On India-US Trade
At present, there has been no change in existing trade arrangements between India and the United States.
The proposed legislation is still moving through the US legislative process, and no additional tariffs have been announced.
